Developers can giveaway their apps for promotion using promo codes. Each developers can generate 50 codes in maximum. They usually choose to give them to media or bloggers for review. The weird thing is that Apple had blocked the developers to generate codes for their apps which are rated 17+. It has caused huge trouble to developers to promote their apps.
I believe the developers know how to send out the codes correctly. If the app is hugely inappropriate, it would be available in App Store. Hence, Apple do not need to block the developers.
Finally, Apple has changed their mind. Developers can generate promo codes no matter how the rating is. It seems Apple has listened to developers’ complains.
